Mr. Hoover's original intention had been not to publish it during his lifetime, but the deepening crisis caused him to change his mind last year. Some will doubt whether the decision was opportune, and historians may question whether Mr. Hoover has contributed much that is original to the history of the peace conference or whether his judgments, expressed then in the various letters and memoranda reproduced here, have been justified by the lapse of time
