On 23 February, 2009, presentation of the draft of RK Law “On Amendments and Additions Introduction to the Law of RK “On Culture” took place in Mazhilis, Parliament of RK. Berdigalieva R.A., Director General of the National Academic Library of the Republic of Kazakhstan, President of Library Association of the Republic of Kazakhstan, was invited to presentation.
Deputies of Mazhilis, Parliament of RK, A.Smail, N.Onerbaev and others discussed actively additions to the Law on Culture and noted some issues. Particularly, low status of culture workers, small amount of educational institutions for preparing specialists, absence of culture institutions standards, absence of state cinema theatres and book shops, insufficient publication of books in state language, weak acquisition of libraries, absence of literature in state language in library of “Okzhetpes” sanatorium, etc.
The following amendments and additions to the acting Law of RK “On Culture” were suggested concerning development of library area:
1. Obligatory free copy of documents (furthermore – obligatory copy) – copies of documents of different kinds both printed and electronic format, which are subject to non-repayable delivery by producer to definite organization.
2. State libraries are entitled to realize goods (works, services) which don't relate to their basic activity, cost is not obligatory and determined by agreement with physical person or legal entity. Money from realizing such goods (works, services) can remain at the disposal of state library.
3. “Formation of library collection of national level libraries is carried out by purchase, book exchange, getting free obligatory copy”. State libraries make purchase according to legislation of the Republic of Kazakhstan on state purchases. For forming library collection as a part of national cultural heritage, physical person and legal entity are entitled to grant free to libraries printed and handwritten documents, graphical, audiovisual materials and documents on electronic carriers”.
