On 5 December 2007, meeting of the Public Council “Madeni Mura” under the leadership of Ashimbayev M.S., Deputy Head of the President RK Administration, Chairman of the Public Council “Madeni Mura”, took place in the National Academic Library of the Republic of Kazakhstan.
This meeting started with presentation of “Madeni Mura” web portal located in the Kazakhstan National Electronic Library (KazNEB). Opening presentation, Ertysbayev E.K., Minister of Culture and Information, said about the role of State programme “Cultural Heritage” in spiritual revival of people and noted that in February, 2007, at the open meeting of the public council for cultural heritage at the President of the Republic of Kazakhstan it was suggested the following: “All the materials, books published during realization of the state programme “Cultural Heritage” are to be preserved in electronic format in NABRK and then distributed through library net in Kazakhstan and the whole world”. This suggestion was supported by Nazarbayev N.A., President of the Republic of Kazakhstan, and the following was written in the meeting minutes: to render electronic copies of those publications to electronic depository of the National Academic Library of the Republic of Kazakhstan in Astana city (NABRK) and organize an access through web portal”.
In October 2007, Committee on Information and Archives of the Ministry of Culture and Information of the Republic of Kazakhstan handed solemnly 150 electronic copies of books to the electronic depository of NABRK. Access to the electronic library “Cultural Heritage” is opened now for readers through KazNEB web portal.
As Berdigalieva R.A., Director General of NABRK, noted in her speech: “Launching of the “Cultural Heritage” portal will allow to reate insurance electronic collection of the most important materials of our nation firstly, render direct access for people to these materials through 12 thousand Kazakhstan libraries secondly, join the World Digital Library project development and work out an issue on rendering online access to Kazakhstan national electronic library for the world community through one searching window thirdly.
The meeting participants were told how to use KazNEB and the “Cultural Heritage” portal. Electronic presentation of the web portal was made by Sarsembinova A.N., Director of Electronic Resources Service, NABRK.
Portal provides with opportunity of access to electronic copies of books through electronic catalog in different regimes through Internet to all the citizens of Kazakhstan regardless of the geographical location and time. Having registered at the portal, readers will be able to search books and read them on monitor screen with help of simple search system. It will be allowed to make unimpeded downloading of first 24 pages. A reader can ask a virtual librarian a question in the section “Question to Librarian”. Portal will be available at the following address: http://www.kazneb.kz.
Opening the “Cultural Heritage” web portal we open an access to heritage for broad strata of population, and it coincides fully with UNESCO documents where access to Internet is called one of the important means to assist human rights implementation marked in Articles 19 and 27 of the Universal Declaration of Human Rights.
The Public Council meeting participants noted unanimously that the “Cultural Heritage” web portal project is a crucial project. In addition to rendering access for reading books online, preserving cultural heritage, this project is a great contribution to world information environment with Kazakh content.
Actually it is the first state library portal with huge amount of information in the Kazakh language. The portal will develop, more than 300000 books published during Kazakhstan polygraphy existence, are to be digitized.
National, republican, regional Kazakhstan libraries participate in forming electronic collection. Using online access to electronic state collection KazNEB, Kazakhstan libraries regardless their geographical location will be able to make service for their readers with literature not available in a printed way, form new electronic library services such as electronic document delivery, virtual reference service, distance service.
Besides presentation of the “Cultural Heritage” web portal, presentation of 10-volume series “Kazakh Adebietinin Tarikhy” and 5-volume series “Kazakh Music Anthology” published by the programme “Madeni Mura”, was held at the Public Council meeting. Zhumaseitova G.T., Deputy Director for research work, Institute of Literature and Art named after M.O.Auezov, MON RK, and Seidimbekov A.S., Professor, Doctor in Philology, told about these new publications. Then the floor was given to K.Botbai, Director of publishing-polygraphy corporation “Kazakparat”.
Reports of five oblasts representatives on the work fulfilled within the state programme “Madeni Mura” were made at the Public Council meeting (South-Kazakhstan, Mangystau, West-Kazakhstan, East-Kazakhstan, and Karaganda oblasts).
