International Cooperation

 

One of the priority directions of NABRK activities is international cooperation development. Being a part of world library and information space NABRK participates in international library events conducted in the frame of domestic and foreign professional organizations. Such work promotes development of international ties and cooperation of NABRK specialists with professional library communities of other countries.

 

General Directions of NABRK International Activities:

 

  • Expansion of information-cultural cooperation in its various forms; preparing of bilateral agreements on cooperation with state and national libraries of the world and CIS countries
  • Cooperation with international governmental, public, professional organizations - International Federation of Library Associations and Institutions (IFLA), Library Assembly of Eurasia (BAE), International Library, Information and Analytical Centre (MBIATs), UNESCO, World Development Bank, Asian Development Bank, UNDP.
  •  Operations on book-illustrative exhibition exchange on the territory of the Republic of Kazakhstan and CIS territory.
  •  Conducting of joint “round tables” and conferences with National libraries of CIS countries.
  • Activity with diplomatic representations of foreign countries, meetings with diplomatic corps.
  • Participation in international conferences. Reception of guests from abroad.
  • Implementation of joint projects: opening of rooms and centres.

NABRK in a Big Library World

There have been signed Agreements on Partnership with Russian State Library, National Libraries of Iran, Belarus, Uzbekistan, Moldova, Kyrgyzstan, Tajikistan, Georgia, and National Parliament Library of Ukraine. These Agreements on Partnership stipulate development of new projects, which jump-start further electronization of library information resources and services.

On 8–9 October, 2009, the V International Bibliological Readings “Electronic Libraries and Elimination of Information Inequality” took place in the National Library of Belarus. Deputy Director General of the National Academic Library of RK Sarsembinova A.N. presented a report “Digital Initiative of Kazakhstan Librarians: KazNEB Project” at the section “Organizational-Technological Aspects of Functioning of Electronic Libraries”.

On 6-10 September, 2009, XI General meeting of non-commercial partnership “Library Assembly of Eurasia” and III meeting of heads of national libraries of Turkic-speaking countries took place in Kyrgyzstan (boarding house of Parliament “Altyn-Kol”). NABRK Director General Otarbayev R.K. and his deputy Turemuratov B.K. participated in their work.

On 23-27 August, 2009, World Library and Information Congress: 75th IFLA General Conference and Council was held in Milan (Italy). The Congress's topic: “Libraries: Building Future on Cultural Heritage”. NABRK Director General Otarbayev R.K. participated in forum's work.

National Academic Library of RK became an equal right participant of the project “World Digital Library” (http://www.wdl.org/ru/). In May 2009, there was signed agreement between the Library of Congress and National Academic Library of RK. Under the agreement, electronic copies of 17 books in state and Russian languages were presented to the World Digital Library's collection. They are rare books, publications of past years about our local history. NABRK participation in the world project is a major contribution to development of Kazakh content in world information space.

On 20-23 December, 2008, a group of young specialists of Central General Research Library by name of N.A.Nekrasov, Moscow, got acquainted with new information- communication technologies used in the National Academic Library of RK.

On 14 November till 10 December, 2008, representative of India Shehbaz Husein Naqui, lecturer of library and information department, manager on electronic resources of “Jamia Millia Islamia” University, New Delhi, had a training course in NABRK. Training course topic was “Information Technologies, Electronic Resources and Electronic Libraries”.

Training course was organized by Asia and Oceania section in the frame of the Action for development through Libraries Programme (ALP), IFLA. At choosing site for training course, there were taken into account NABRK technological opportunities, active position of NABRK in work of Standing Committee of Asia and Oceania section where library specialists presented reports, published their articles, told about the Action “One Country – One Book” on promoting reading, Republican Forum of Young Librarians on solving personnel issue.

On 10-14 August, 2008, President of Library Association of RK, Director General of the National Academic Library of RK Berdigalieva R.A. took part in work of 74th General Conference of International Federation of Library Associations and Institutions, IFLA-2008, Canada, Quebec. The Conference topic: “Libraries Without Borders: Movement to Global Mutual Understanding”.

On 2–4 July, 2008, International Conference “Language and Cultural Diversity in Cyberspace” was held under the aegis of UNESCO in Yakutsk. President of Library Association of RK, Director General of the National Academic Library of RK Berdigalieva R.A. took part in work of the conference.

In February 2008, Director General of the National Academic Library of RK Berdigalieva R.A. and Head of World Literature Sector Ermekpaeva T.G. (members of Regional Standing Committee, Asia and Oceania section, IFLA) took part in Mid-Meeting of members of Standing Committee, Asia and Oceania section, IFLA, in NewDelhi, in National Open University of Indira Gandhi.

Kazakhstan participation on 73d IFLA General Conference “Libraries of Future: Progress, Development, Cooperation” held in August 2007, in Durban, South Africa, was fruitful. Representatives of NABRK, Director General Berdigalieva R.A. and Director of Electronic Resources Service Sarsembinova A.N., participated there. This conference became special for our country: four representatives of Kazakhstan library community, NABRK specialists, were elected for work in IFLA bodies: Committee on Free Access to Information and Freedom of Expression (FAIFE) – R.Berdigalieva; Standing Committees of Asia and Oceania section - R.Berdigalieva and T.Ermekpaeva; “Management of Library Associations” – A.Sarsembinova; “Bibliography” – R.Rakhimbekova. Participation in IFLA professional committees work shows acknowledgement of Kazakhstan specialists.

International Congress of Reading “Reading Society – Base of the Competitive Country” held in April 2007 in Astana became a successful beginning of entry of Kazakhstan library community to world professional community. There was formed opportunity to communicate, discuss professional issues at the congress, and establish professional contacts. IFLA (International Federation of Library Associations and Institutions) expert group noted obvious proximity and mutual influence of basic aims of IFLA Conferences and Congress of Reading; not without reason the Congress was held under IFLA aegis and among its participants there were members of IFLA Boarding Committee – Paul Sturges, Professor, Loughborough Iniversity, Chair of FAIFE/IFLA (Great Britain), and Gwynneth Evans, Professor, Chair of Reading Section, IFLA (Canada). Scientists, theoreticians, and practitioners of librarianship from 12 countries of the world took part in International Congress of Reading (USA, Canada, Germany, France, Great Britain, Mongolia, Iran, Cuba, Russia, Belarus, Uzbekistan, and Tajikistan).

On 22 November, 2007, opening of Electronic Reading Room on Oil and Gas took place in the frame of cooperation with Chevron Munaigas Inc. Company.

On 12 October, 2007, there was signed an Agreement on Cooperation with Kazakhstan branch of Moscow State University by name of M.V.Lomonosov. International scientific lecture centre of NABRK “Scientists of MGU Speak” started work on October 20. MGU Professor, Doctor in Philology Piskunova S.I. gave a lecture “Written Word at Age of Mass Communications”.

On 29 November, 2006, there was opening of Public access to legal resources of Russia “Legislation of Russia” and “Official and Periodical Editions on Legal Information in Electronic Form”. NABRK became participant of All-Russian programme on creating a net of public centers on legal information on the base of libraries; the programme is realized by Ministry of Culture and Mass Communications of Russian Federation, Federal Agency on Culture and Mass Communications of Russian Federation, Federal Agency on Culture and Cinematography, Special Link FCO Russia, and Russian Committee of UNESCO programme “Information for Everybody”.

On 10 February, 2006, – opening of India Study Center together with Embassy of India.

On 20-24 August, 2006, 72nd IFLA General Conference was held in Seoul (Korea). The National Academic Library of RK (NABRK) was represented by Director General, President of Library Association of RK Berdigalieva R.A. and Director of Electronic Resources Service Sarsembinova A.N.

Since 2005, NABRK is a founder and active participant of “Library Assemble of Eurasia” (BAE) and takes part in annual meeting of directors of CIS national libraries.

In 2005, NABRK was included into a special IFLA project “Success Stories of Libraries Building the Information Society” whose aim is to present libraries of the world contributed to forming of information society. NABRK is represented as one of examples showing library's role in promoting information and digital literacy of society.

On 15 October, 2005, Development Information Center was opened. The Center is an affiliate initiative of three development organizations working in Kazakhstan: World Bank, Asian Development Bank, and UN Development Programme.

On 15 September, 2005, reading room of Goethe Institute Almaty was opened.
